Yep, there is an app for that! This iPhone application is designed for the purpose of teasing your poor unsuspecting dog. Once installed (for a low cost of an iPhone and $0.99), the Dog Teaser app by Hurryforward Ltd, provides you with high frequency whistles, as well as annoyance tools like the sounds of a cat fight, door bell, vacuum and more! The remote control looking app seems like a pocket-sized torture device, but I suppose it could be a little entertaining to trick your dog with familiar noises. I figure it's the dog version of messing around with a flashlight and a cat.
